Actually by forcing the fedora-release yum now thinks you are running
fedora core 1 and there is nothing to upgrade to. Should work without that
as fedora-release obsoletes redhat-release so it will replace it. You
should be able to remove fedora-release and reinstall redhat-release the
yum upgrade should work if you have a fedora base repository in your
yum.conf. Yum update will not work, it has to be upgrade to handle
obsoletes.

You are running RH9 still with release notes from Fedora Core 1

For a migration, from a 7.x box, I would recommend a full install, as 7.3
-> 8.0 upgrade had some issues as I recall correctly. 7.x -> 9 or Fedora
Core 1 would probably not be any better... I think it was something to do
with the obsoletes list.
