Usually you do:
lppasswd -a -g sys root
and add root to the system... the user doesn't
have to be root.. but I like my boxes to be consistent
and prior, root would work against /etc/passwd for cups.
Try just doing:
lppasswd -g sys root
and see if you can guess the password you used
and reset if you so choose.
You might be able to give another user permission.
Might require a change to your cupsd.conf (not sure).
