To be honest, if you don't already do any programming, pay someone who 
does.  You can reduce the cost if you can find others that need the same 
sort of interface and share the end product.

If you want to learn to program, I'd suggest Tcl/Tk or Python.  But, 
don't plan on having it ready anytime soon.  The more control from the 
GUI the longer it'll take to get there.

If you have the program source you can take the GUI front end to even 
more interesting places.
