Am I correct that the quickest way is to boot off the livecd ISO (install-x86-universal-2004.0.iso) and then install the remainder from the packages-pentium4-2004.0.iso on my Pentium 4 laptop?

Gentoo is a wonderful distribution but I would recommend against doing a
quick install. Gentoo's power comes from it being designed to be built
from the ground up with the exact specifications of what you want
installed and your particular hardware. You can do a stage 3 install and
install the binary packages that they have made available but you will
lost most of the things that make Gentoo a great dist.
Just my .02
