While I generally avoid apt like the plague due to its inability to work
with multilib, you will find in rpms that things marked as config scripts
do not get upgraded. the new one should be as /etc/apt/sources.list.rpmnew
or the like.

yum should be pulling the version number from /etc/fedora-release.
Unfortunately being so soon after the release, most mirrors are still
slammed, and Red Hat's servers are crawling. The torrent tracker stopped
twice yesterday, and stats were reset after over 3TB of torrent downloads.
You may wish to add a few more mirrors, or try again at late hours when
traffic might be lower. just 'sleep 18000; yum -y update' before bed
(depending on how late that is, you might need to reduce that number from
5 hours).
