A good place to start would be to see how quickly
the Web pages load when referenced by ipaddress, rather
than domain name.  If they load quickly, you can be
almost certain that it's a DNS issue.

If it's not, see what kind of ping times you get to your
isp's router, and then to the sluggish domain.  If you have shell
access to a remote server, get on it and run some pings from it to
your isp's router, and then from it to your machine.  If you get to
the router quickly, but see slow ping times to your machine, the
problem would be between you and the router.  I've had such problems
just because of a bad phone line on a dialup connection.  The main thing
is to find out if it's DNS related, or connectivity related.
