Howdy,
  This is the one I would look at first.  As a user of phpBB systems, I
will say they seem to work pretty well except that they require the
users to accept those obnoxious cookies.  And apparently, the out of the
box configuration lies to the user.  When you logout, it says it is
erasing your cookies.  Since I run Mozilla, I could quickly check and
see that it lied.  One BB I visit fairly often was able to fix the
problem after I reported it.  So, I suggest checking out the
configuration.
