How about a wiki?

- web-based
- people can type in questions on a page
- others can answer it
- has search capabilities
- built-in CVS-like capabilities
- authentication (if you want/ned it)
- web-based administration (if you want/need it)

An example of how a wiki can be used as a knowledge base:

   http://en.wikipedia.org/wiki/Main_Page

The CWE-LUG uses a simple wiki called usemod, just Apache w/CGI and a 
200k perl script:

   http://www.usemod.com/cgi-bin/wiki.pl
