Oh, you're "building" a GTK+ 1.2 application.

Okay then, you need the "devel" package:  

  # up2date gtk+-devel

P.S.  I just realized that the "gtk+" packages is always GTK+ 1.x, and
"gtk2" is used for GTK+ 2.x.
