I belive it's kind of like the DVD Region stuff... the DVD hardware has 
code/circuits that are implimented so you can't play DVDs sold in 
Japan on a US Player for instance.... that is unless you use a software
player or mod your DVD Player to be 'region free'..... 

I'm hoping that the broadcast flag stuff is as successful as the region
free stuff.
