Of course, if the transmitter or ASIC is poorly supported by the driver,
then that's a problem.

It's hard to know what's causing the TCP window reduction, because that
is just the effect of whatever the cause is, without being at the
system.

I just know that in the case of cheap hardware, the lack of a sizeable
SRAM (sub-512KB), especially when using 1500 byte frames and/or
definitely when there is not 802.3x support at _all_ nodes and the
switch -- I've seen this personally.
