It's likely you show up as 127.0.0.1... and many are now preventing
SMTPs that are localhost.

Could be that your static IP is in a block list... that's a
real pain to fix.

Not really.  Comcast would have to allow you to use them as a
relay.  Not likely.

You'll either have to configure at static IP that's not considered
a bad risk and present your SMTP as coming from that address.  It
will likely have to have a DNS record and anymore might have
to have an SPF record in DNS as well.

Can we see the full headers of what came back as a bounce?
If you have a successfully sent message, might be good to
see the full headers there as well.
