Howdy,
  I think I see what you mean.  Some domain registrars make transfers
hard or impossible.  When I selected my registrars, I read a bit on the
topic.  The two I use(godaddy and gandi) seem to be good about this. 
gandi still has the best terms of use of any registrar I know of.  If
they took a credit card I have, I would probably use them for
everything.
  Now to the issue at hand.  Assuming I do understand the issue, I
suppose this change is not all bad.  It seems to make it easier to
hijack domains and would particularly hurt the little guy who may not be
watching his domain closely(e.g., when on vacation).  I think this rule
needs adjusting.  I am an at-large member of ICANN, but they don't
listen to the little guy much.
