Howdy,
  You can do all that with one rule. In the If section for you white
list rule, just put all 300 users. If you don't want to edit the rule
to add 300 users, you can take a shortcut. Add 3 or 4 users and save
the rule. Now, exit Evolution. Go to the .evolution/mail directory and
copy the filters.xml file to a backup file(in case you make a boo boo)
Now, edit the file and look for you user names. You will want to
duplicate that section for every user on your white list. As an
example, I'll show you a similar section from my filters.
      <title>user kill list</title>
      <partset>
        <part name="sender">
          <value name="sender-type" type="option" value="contains"/>
          <value name="sender" type="string">
            <string>b.j.smith at ieee.org</string>
          </value>
        </part>
      </partset>

  Save the file, restart evolution and see if the rule now looks like
what you want. I am not saying there is no easier way to set up you
whitelist. This is the way I know how to do it and it should work.

 You are right that there does not seem to be an option to just allow
anyone in your address book. I think that would be a silly option to
have, but obviously you see more value in it than I do. You could
suggest it to the Evolution team.
Good luck,
Ralph
