[NTLUG:Discuss] adding domain without restart the servers

Services such as named and apache generally restart fast enough that
end users do not notice (unless there is an error in the config, I
guess).  As for hosting companies, most have a web based control panel
running on a different server than the hosted sites.  This allows for
the web service on the hosting server to bounce without the customer
noticing.
