As the author of PmWiki (wrich is written entirely in PHP), 
I'll have to point out that PHP is definitely a 'programming' 
language.  No, PHP isn't compilable, but then neither are Perl 
or the shell languages either.

And yes, PHP programs execute just fine without a webserver.
