There are numerous ways actually of monitoring.  Depends on what
granularity you want.

I just looked at bubblegum
(http://www.ibiblio.org/pub/linux/system/daemons/bubblegum-1.12.tar.gz) and
it defaults to every second.
It gives you a choice of monitoring atime, mtime, ctime, md5, errors, etc.

For absolute control, consider using extended attributes and acl's, like
http://medusa.fornax.sk/

Some filesystems provide this natively, like LUFS
(http://lufs.sourceforge.net/) used like a virtual filesystem
