     A civil lawsuit ultimately boils down to someone not willing to
be responsible for their actions. By requiring that lawyers get
involved, guilty parties ensure that victims recieve less and that
the entire process is painful and inefficient.

     Now this lack of personal or corporate responsibility creates
a situation that will eventually be abused. Much of it could be
eliminated if other Doctors simply failed to tolerate the members
of their profession that drive up malpractice premiums.

     Behind every multimillion dollar verdict, there's a Ferret Face
and a collection of 9 average joes that Ferret Face managed to piss off.

     Insurance is a game of making excuses of why you won't pay a claim.
Creating a new branch of the insurance industry is really a bad idea. Just
contemplate many of your own experiences with auto insurance.
