A couple of guesses (and they are just that, guesses).  Whatever you are 
using to execute PPP is actually passing a bad argument.  The second 
guess is that whatever 'tty' is, it isn't pointing to the modem.  wvdial 
might be helpful in this case.  Although it's anything but pretty, you 
might want to try running pppd from the command line to see if anything 
works, at least in that environment you know everything that is being 
passed to it.
