It looks like Scribus, Kword and oodraw might work. I have not tested
any of these and do not know anyone who has.

CodeWeavers CrossOver Office shows Microsoft Publisher 2000 & 2002 as untested.

It would be interesting to know, if you were running VMware, if you
could hot key between Linux and Windows and "cut-n-paste" between
Publisher and some Linux program. This should capture the displayed
text but not the "publishing" formatting.
