Robert,
Your specs are very close to what I was originally looking for. The only modifications would probably be the java (which I think would be allowable) and I neglected to add was the solution should be encrypted over SSL. No snack for me today.
Been a while since I used a 'puter at my local library but I think Java was enabled. Would want to double check that.
So, based on these retrictions, ssh and vnc would be be out since the would require software d/l and install.
Webmin defaults to port 10000, but that should easy enough to change. The Webmin webpage has instructions for running it over SSL (443) so I will install it this weekend and send an update on how it works.
The ssh tunnel is what I actually use to browse from work. Work (XP) -> cygwin ssh tunnel port 3128 -> Home machine (Linux) -> squid -> clamav -> privoxy. Gaim also works well through it. But I can do that from work since I control the local machine.

Let's solidify the restrictions: Imagine you are sitting in front of
a public access terminal at a public library. Your only access to
the 'Net is via the browser. You can use http (port 80) and https
(port 443), but nothing else. You can neither install nor run any
other software other than the browser. The challenge is to be able
to connect to a remote machine running sshd on either port 80 or
443. Can this be done? If so, how?
