It is not just North Texas, unfortunately.  I am currently taking a Java 
course down here in Victoria.  The instructor is knowledgeable, but has 
trouble speaking and understanding English, since it is not his primary 
language.  The class is sheer torture but the school is saving money.  
Best line so far: "If you dowont has awl pekeges in foeder, you get 
copulation error."
