Someone said "when you can answer other's questions", this gets to the 
point "Noobie concerning what?"  The Linux-related technologies are too 
big to know everything.  From my experience (I was where you seem to be 
about two years ago) the important thing is to keep reading (the man and 
info pages, books, the Red Hat online documentation is good even if you 
don't use Red Hat, Dennis Rice' Linux lectures and labs), keep asking 
and keep trying things.  At some point you realize that you aren't a 
Noobie at some things and that list grows but never becomes exhaustive.
