You could use the gnu parted program. They offer a 2 floppy boot disk
version that allows you to boot into a minimal Linux system and mess
with the partition table, including resizing with data-loss protection.
Also, some live cd's have parted included.
I've used gnu parted a handful of times, most recently being yesterday,
and it always works like a champ.
