Others have made unique suggestions and I'm going to add to them.  Some 
time back (years) there were a number of product offerings which allowed 
you to dial into a network.  They had one or more serial ports to which 
you could connect a modem/phone line and one (typically Ethernet) 
network port to connect to your network.  Companies have been getting 
rid of these things for some time because they just didn't have the 
level of security required for today's business.  However, at least some 
of them would let you initiate from the network and connect to serial 
devices on the other side (typically dial out at the time).  If you can 
find one of these devices which has this capability you should be able 
to pick it up cheap and have a solution to your need.
