One thing to consider with satellite service -- Lag Time!!  From my 
understanding, VPN connections will have VERY poor performance as each 
packet must be 'handled' live.  This prevents the normal 'burst' 
technology from being of any use.  When I was researching this, the 
installation technician told me that when a satellite user requests a 
web page a proxy server at the earth station fetches the entire page and 
THEN relays it in a burst to the user.  I was told that a VPN connection 
over a satellite would be slower than using a 33.6kbps dial up connection.

I have no idea how an ssh connection would work over satellite.
