In a manner of speaking it is.... in the form of region coding. In all
cases I have seen, though, there are ways to set the region code to 0, or
region free. I have done this with two laptop type DVD writers (Sony) and
a large variety of PC regular half-height devices as well. I have found,
however, that under Windows, some software does not want to write DVDs from
drives with this region code setting.

The purpose of region code is not, as you might think, a difference of
"NTSC" versus "PAL" or any other encoding method. The encoding method for
one region of DVD is identical to that of all others. It's a restriction
for different players. So that if you own a region one player device, you
cannot easily get a region 2 DVD to play in it. It's a market management
tool allowing for multiple releases in multiple regions at multiple times
at multiple prices. In the US and in most countries, it's an illegal
price-fixing scheme... but for some reason the justice department of the US
will not address the problem. (Other countries, however, DO address the
problem, so it's not a question of the perception of a few crazy minded
people such as myself.)
