Might want to consider demountable hard drives.  Cheap drives are
down to...what...$100 for a 300Gbyte drive?  That's 30 cents per
Gigabyte?  That's cheaper than blank CD-ROMs or DVD-ROMs - and
they are much faster and more convenient to access.

700 CD's at 720Mbytes each is 500Gbytes if they are all full - but
much less if they are mostly empty.  That'll fit on a couple of
hard drives.

Get a proper sled mount so you can hot-swap them in and out.
