Well, there USED to be a list of the delegated managers for different 
localities.  One could locate the local manager for an area and contact 
them directly (or via their local registration website) and register a 
domain name.

This whole 'demise of the .US name space' issue is frustrating.   Here 
is what I've learned so far.

Registering .us domain names USED to be handled by universities and 
such..and so it was free.  A company or organization called Neustar now 
handles the registration of locality based .US domain names.  Nuestar is 
forcing delegated managers to sign legal agreements with Neustar or have 
the domain names reclaimed by .US registry (According to a 
support at neustar.us email response 'penned' by one Brian D. ).

According to their interim registration policy as noted on the interim 
registration template ( 
http://www.nic.us/delegated_managers/locality_interim_registration_template.txt 
), they do not currently charge for the registration of locality based 
domain names. 

So...I suppose everyone should get their locality based domain names now.
