Yes, each end of the VPN needs to be on a separate subnet, i.e.
   location 1 - 192.168.100/24
   location 2 - 192.168.101/24
   ...and so on...

Subnets can be as small as you want, i.e. a mail server
   location s - 192.168.101.23/32
