I have used 1and1.com for the past couple years. The price is right and they 
guarantee a 99.99% uptime. I have never been down but have had mail not check 
a couple times for a couple minutes -- then it checked OK. No contract, no 
setup fee and paid by the quarter.

They just built another data center in KC. Prices start at $2.99. This is the 
company that has 2 to 16 full page adverts in many computer mags.
