(At least for Fedora) starting with CD 1 isn't a bad idea, just press F5
for rescue instructions or type 'linux rescue' at the prompt.

"Steps to perform" is virtually impossible because it depends on what is
wrong. RedHat has put out a good set of orientation manuals
(http://www.redhat.com/docs/manuals/enterprise/). A couple worth noting
are the Reference Guide which has two chapters just on the boot process
and the System Administration Guide which has an entire chapter on basic
system recovery. When I first started learning Linux I bought Red Hat
(they sold a non-business retail version then) and, seeing the
documentation, made it a project to read all of it. It was well worth
the effort invested. SuSE has a rather extensive manual as well but I
haven't read it and thus can't comment. The RedHat manuals are PDFs
which I would encourage you to download if you have a need for that kind
of documentation.

To quit either 'shutdown -r now' (for reboot) or 'shutdown -h now' (true
shutdown) are all you need. Some distributions have 'reboot' and 'halt'
but i wouldn't count on them being there in every case.
