I've never created a bootable GRUB CD but I Googled and found what 
appears to be exactly what would be needed without any frills:

http://www.gnu.org/software/grub/manual/html_node/Making-a-GRUB-bootable-CD-ROM.html

This also may be an alternative and apparently has the state2_eltorito 
which you need in it, just loop mount the iso and get what you want.
