It's possible, but not easy,

      Most liveCD's install the basic software and then sense the presence
of a NIC, a DHCP server then provides an address, for the NIC, and a
connection to a distro mirror is made.
      There are RJ-45/usb interfaces. It may work, but you see what has
to be done. Assuming that the live CD is able to sense the presence
of USB hardware on your side. There has to be some sort of network
address translation from IP addressing to USB addressing. Simple DHCP
won't work for this.
      I assume your webpad can't be enhanced with some sort of NIC.
