You just have cause and effect switched around!  Perhaps because
they are requiring those qualifications, the shortage of teachers
isn't mysterious at all!

As for H1B's - I'm seeing jobs simply going overseas.  That's
even worse than foreign workers coming here because they can
live even more cheaply in their own countries as the do here -
and we aren't getting the benefits of their money feeding back
into the retail economy or in taxes.
