Sorry it took me so long to get back to this, but I finally have 
something to compare ... the major differences seem to be ...
When the sound is working ...
< /etc/X11/X -br -deferglyphs 16 :0 vt7 -auth /var/run/xauth/A:0-LJ4tSb
< /usr/bin/artsd -F 10 -S 4096 -s 60 -m artsmessage -l 3 -f

When the sound is not working ...
 > /etc/X11/X -br -deferglyphs 16 :0 vt7 -auth /var/run/xauth/A:0-Vw1cUY

Does that make any sense, or am I going down the wrong rabbit hole?
