For a small site, if you are comfortable with or want to admin the
machine yourself, I would highly recommend vpslink.com  I used them
for quite some time, but now host my own server at colo4dallas.com
(but that may be overkill for a small site).  If you just want web
hosting and no admin, GoDaddy is absurdly cheap (starts at $4 a month)
and has pretty good uptimes.  Their customer support can go either way
though depending on who happens to answer the phone.
