I guess I didn't fully understand the original question.

I have a dynamic IP, No-ip's nameservers are static.
I have a webserver here that gets its traffic from no-ip.com. 
Web requests for my domain are directed to no-ip who
then sends them to whatever IP my update client put into
their database. Simple and easy.

All that for $25/year.
