If you are looking for a 2 U server with 8 hot-swap bays, I would
highly recommend this one:

I have built several servers with it and it is really nice.  It has 8
hot-swap 3.5" bays, is well built, and is only around $300 (without
power supply).  At my office, we use a Dell MD1000 drive array for
NAS, but that might be overkill for your situation.  If 8 drives will
work, I would highly recommend that server chassis with a 3ware card
like this one:
