I think he is referring, as in the subject, to Synaptic Package
Manager. I think the SNP was a typo.
Allen to answer your question as far as apt-get goes, you are putting
a capital K on the kubuntu-desktop, and also you have an underscore _
instead of a dash -
sudo apt-get install kubuntu-desktop should work fine.
I really cant answer the questions about synaptic, as i do not use it.
