There is the root of your problem right there. I know this is not a
lot of help. But its probably some funky registry setting for the tcp
window size or something that is just not obvious at all. Something
buggy with IE maybe because OE is going to pull its internet settings
from there also. When you go over there install wireshark on the boxes
and take a packet capture from both and compare them.
