I'd think the answer lies in the Microsoft EULA about DRM. 

It would appear that computer #2 was turned off by some rights holder (like SONY maybe?) because that computer was a distributor of copyrighted material and the break is occuring on a 'distribution'. (whether or not ANY JPEG is copyrighted is not the point.. the EULA's allow them to modify your computers ability to do  stuff whenever they feel you've infringed their rights.)
