What if you created some sort of OpenVPN or stunnel service on each DVR where it polled a public HTTP server once an hour or so to get a status reading to determine if it needed to call in to the VPN network. If it received a result indicating that it needed to call in then it could start the service and connect. Have a list of all the currently connected DVRs with their unique identifier and you should be able to get their IP address to connect to. Once you are done then just turn off the service.
You would need to set the VPN server up to where the DVRs couldn't talk to each other via the VPN though but I think in theory it might help.
