a) Open required ports on your firewall (hardware and/or software)
b) go to whatismyip.com and make a note of your publicly accessible IP
c) access your services via http://your.ip.from.above:portnumber

Having a running updater from a service such as http://dyndns.com would
prevent your having to periodically change links to a stale IP and let you
use a hostname rather than IP number.
