Howdy,
  It is a feature a programmer can use.  In the tutorial on the IBM site
that I pointed to earlier, they mention that you may need to compile
your kernel with the feature on and make the device with a command like:
  mknod /dev/inotify c 10 63
 In several messages on various fora about SuSE, I see references to
users having to make the device.  So, I take it that SuSE does not do it
for you.
