Installing OpenOffice under Windows is probably the best answer.
Reason? Well, it's mainly because Windows users are CONSTANTLY
installing software onto their platforms... so I do not see any
reason why this can't be added to the massive list. :)
Alternatively, you can attempt to save an Ooo doc in a MS Office
compatible format (with potential loss of some functionality).
If just read only, then there's always PDF format as well.
Also, Microsoft does support ODF now... but I can't say how
well that works. That may be the only recourse at some
sites... but probably the worst solution (no offense to
ODF, but Microsoft doesn't really WANT to support it,
so I'll assume they'll have a crummy implementation).
