If the fan comes on then there is obviously SOME power coming out of the
power supply. However, that doesn't exonerate it completely (especially
since there is no power LED). PC power supplies have to produce several
different voltage levels and also standby current and such. It's
possible for one of those outputs to have failed (hence no power LED)
yet still produce some different voltage on another output to power the fan.
So it could still be the power supply.
At this point, you can only find out by swapping things. Rationally -
one should swap the cheapest thing first.
