I think it's a good way to START.

Firstly, you have something that works right out of the box on day #1.

Secondly, when you know how much media space you have to spare - you can
avoid most of the "I think we should have THIS" arguments.  With finite
space on the distro media, every new package that goes in has to be
justified by removing something else.  It's quite possible to justify
(for example) adding The GIMP and removing the Korean font package.  You
just have to make the rule that when someone says "I think we should
include THIS" - that they also justify removing THAT (such that
THIS<=THAT in terms of disk space!)
