While it's proprietary, QCAD is good and creates true DXF (Drawing
eXchange Format) CAD files.

QCAD Professional is $33.24 USD, I've used it and even contributed the
Greek Font they use in the package. Not difficult to use and there's
now a book on how to use it. It's not up to the
AutoCAD/SolidWorks/SolidEdge level, but more like the old Generic CAD.

I'm not a total advocate of FOSS as FOSS doesn't always have what I want
or need, but if the price is reasonable (QCAD $33.24 vs AutoCAD $2,500),
I'll pay for it.
