I am not sure you have enough information about the context to assume that to be true. If using partition level backups of categories of files, in certain situations a partition would be useful for categorization. (just one obvious example).

If all you need to do is categorize, adding a new partition is not what you
need to do, creating a directory maybe, but not a new partition.
